Our Team

Allen Boyd grew up and still resides on his family farm in North Florida. He was educated in the Jefferson County, FL, public schools and graduated from Florida State University with a degree in accounting. Having received an Army ROTC Commission upon graduation, he served two years on active duty, including a tour as a rifle platoon leader with the 101st Airborne Division in Vietnam.

Upon completion of his military obligation, Boyd returned to his family farm. In 1989, he was elected to and served eight years in the Florida House of Representatives, where he was appointed Chairman of the powerful Rules and Calendar Committee for his last term there. 

In 1996, he was elected to the US House of Representatives. He was a member of and led the Blue Dog Coalition. In 1999, Boyd was appointed to the exclusive Appropriations Committee, where he worked to bring funding to the priorities of North Florida, including its military community, agriculture industry, and transportation systems. Boyd served on several sub-committees of the House Appropriations Committee, including Financial Services, Agriculture and Rural Development, Military Construction and Veterans Affairs, and Defense. In his role on the Committee, he oversaw the budgets of multiple agencies, including the Treasury Department, Internal Revenue Service (IRS), Federal Deposit Insurance Corporation (FDIC), Pentagon, Food and Drug Administration (FDA), and United States Department of Agriculture (USDA). Boyd focused much of his effort on ensuring that America maintained a strong military and continued to have a world-class agriculture production industry.

During his tenure, Boyd also served on the House Armed Services, Budget, and Small Business Committees. He became known as a leading voice on fiscal responsibility, joining the Budget Committee in 2007. As a member of the Budget Committee, he was actively involved in every aspect of the nation's fiscal policy.

After serving 14 years in the United States House of Representatives, Boyd served as a Senior Advisor to Twenty-First Century Group from 2011 to 2014. During his tenure at Twenty-First Century Group, Boyd offered strategic advice and planning to various clients in telecommunications, energy, transportation, agriculture, manufacturing, and healthcare.

A fifth-generation farmer, Boyd has continued to oversee the family farm operations on land in his family since 1835.

Allen Boyd, the Cannae policy Co-founder, is also a licensed lobbyist and heads Cannae Policy Group Subsidiary, focusing on lobby activities and facilitating access to companies that qualify for Federal, state, and local government stimulants, aid, and grants.

Michael Arcuri has over 25 years of experience practicing law in Central New York. Before partnering with Drew Ward, Michael focused his practice on Real Estate, Labor and Employment, and Business Law for the last several years. Michael is very involved in the community and currently serves as an Administrative Law Judge, as a member of the board for the New York State Industrial Board of Appeals, and the Utica Schools of Excellence Foundation. Michael also serves as an adjunct instructor at Utica College, is the plan administrator for the Oneida County Assigned Counsel Program, and was a Co-founder of the Cannae Policy Holdings. 

After earning his Bachelor of Arts in History degree at the University at Albany and later receiving his Juris Doctor certification at New York Law School, Michael began his career as an Attorney at Law practicing in Utica, NY, from 1985 to 1993. As Michael's career progressed, he became District Attorney for Oneida County from 1994 to 2006. 

Michael then pursued a career in politics, for which he is most well-known in Central New York, serving as a member of Congress with the United States House of Representatives in Washington D.C. from 2007-2011. Following his term in public office, he worked as an attorney in the Syracuse, NY, and Utica, NY, areas.

Tim Mahoney represented Florida's 16th Congressional District in the 110th U.S. Congress. His work on the Financial Services and Agriculture Committees resulted in his passing primary legislation in renewable energy, low-income senior housing, catastrophic insurance, and tort reform. 

 Before serving in Congress, Congressman Mahoney co-founded vFinance, Inc., which merged with National Holdings Corporation  to become one of America's leading brokerage firms. 

Before his foray into Wall Street, Tim spent 15 years in the computing business, where he was recognized as a pioneer in the personal computer business and regarded as an expert in the commercialization of technology, its production, and mass distribution.

Tim's business accomplishments were featured in the book "If at First, You Don't Succeed… The Eight Patterns of Highly Effective Entrepreneurs" by Brent Bowers, a former small-business editor for the Wall Street Journal and the New York Times.

As a Co-founder of Cannae Policy, Tim has put his 35 years of investment banking and business experience advising  "start-ups" to Fortune 500 "Tech" companies. 

An experienced, results-driven business development professional with a track record of creating growth and profitability with start-ups, multinationals, and nationals in all Hi-Tech segments. An experienced diplomat with 25 years of service around the globe,  serving in diplomatic missions to Ecuador, Finland, Spain, and China. He managed the European Union desk and headed the Director General Bureau during his years at head office. Heading Israel's Consulate General in Shanghai from 2008-2013, he set records in export growth, Start-Up acquisitions, Giant companies acquisitions, and openings of R&D centers. 2010, he oversaw Israel's First ever build pavilion in Expo 2010, receiving 3,037,500 visitors in six months. 

In 2013, he Founded an Israel-Chinese business development company dedicated to establishing joint ventures between Israeli and Chinese entities wanting to open the Chinese and Israeli markets, responsible for bringing dozens of Israeli high-tech companies to set base in China. 2016 Founder of FRUTASIETE CIA LTDA., a multi-million dollar organic banana plantation, built it from scratch, pioneering Organic banana cultivation in arid conditions; negotiated an exclusive fruit sales deal with DOLE exporting to USA, Canada, and the European Union.           2023 Joined Cannae Policy Holdings to fortify and address growing demands and company development.
